1. Context of the mission
Founded in 1991, Secours Islamique France (SIF) is an international non-governmental organization with a social and humanitarian vocation, active in the fields of humanitarian assistance and development aid, in France and around the world. We work with the most vulnerable people, in emergency situations by offering support to meet the basic needs of those most at risk, and in development settings by providing populations with the necessary means to facilitate their autonomy. In addition, we are committed to raising awareness and defending rights through advocacy.
The realization of children’s rights, in particular the right to protection, is one of our operational priorities, and we carry out advocacy actions to ensure that children’s rights are effective throughout the world.
Secours Islamique France is an active member of Groupe Enfance, the collective of French NGOs involved in advocacy for the realization of children’s rights and the promotion of a child rights-based approach; as well as the Education Coalition, which promotes universal access to education.
SIF is planning to produce a barometer, i.e. a regular publication, on the theme of “children’s social inclusion – focus on protection against violence”. The aim of SIF is to analyze the evolution of the issue over time, on the basis of internal and secondary data, and to disseminate this analysis with each edition of the barometer. In this way, the barometer will make it possible to highlight and inform about good practices in child protection, and to disseminate advocacy recommendations to reduce violence against children.
The aim of this mission is to support SIF in defining the data collection methodology for this barometer.
2. Objectives of the mission
GENERAL OBJECTIVE: define the methodology for producing a SIF barometer, taking into account gender issues and the participation of children and young people.
- Specific Objective 1: In collaboration with the advocacy department and the International Operations and Programs Department (DPOI), identify the relevant indicators to be measured in order to analyze the evolution of the barometer issue over time (based on our Education and Child Welfare strategy).
- Specific Objective 2: In collaboration with the DPOI and, in particular, the MEAL department, identify internal quantitative and qualitative data from SIF and secondary data to be compiled and aggregated, in order to measure the defined indicators and establish the baseline.
- Specific Objective 3: Identify gaps in terms of internal data and define the methodology and collection tools to be developed/modified.
- Specific Objective 4: Define the relevant data collection method for a bi-annual publication.
3. Methodological approach
- Deliverables
– A detailed methodological note:
- identifying the relevant indicators to measure in order to analyze the evolution of the selected barometer issue over time
- identifying SIF’s internal quantitative and qualitative data, and the secondary data to measure achievement of the selected indicators
- presenting the baseline
- identifying gaps in terms of internal data and identifying the methodology to fill these gaps
- defining the data collection method for regular publication of the barometer
– An appendix containing all sources and any additional information.
- Modalities of the mission
The consultant will carry out the study under the supervision of the Secours Islamique France advocacy service. He/she will be in direct contact with the Deputy Advocacy Manager, who will monitor the execution of the assignment.
The consultant will confer with the relevant people at SIF headquarters (MEAL, technical, programs, management systems and advocacy) and with the relevant SIF missions to gather useful inputs for the execution of his/her mission.
On-site presence at our headquarters in Massy (91300) will be required for stages requiring access to internal SIF data.
An office will be made available to the consultant.
The consultant will have at least 4 follow-up meetings with the barometer’s internal steering committee: before the beginning of the assignment, when the detailed work plan for the assignment is presented, when the provisional methodological note is handed in and when the final deliverable is delivered, as well as regular exchanges as required by e-mail and telephone, and also at SIF’s HQ in Massy.
- Period and duration of the mission
The assignment will be carried out by the consultant after the date of signature of the contract over the period June/July 2024 (to be determined). The mission is estimated at 30 working days.
4. Technical and financial offer
The operator of the study is Secours Islamique France. The consultancy contract will be concluded between the consultant and Secours Islamique France.
The consultant will submit a technical proposal of 6 pages maximum, which must include:
– The consultant’s presentation, references related to this type of assignment, CV;
– A methodological note outlining the consultant’s approach, the media to be used and the resources required to carry out the study;
– A provisional planning;
– A financial proposal.
5. Required experience
5 years’ higher education in statistics, economics, law/political science, humanitarian action/development or equivalent.
At least 5 years’ experience in humanitarian action, international solidarity, human rights defense in MEAL or program functions
Field experience of at least 3 years
Expertise in children’s rights issues, particularly child protection issues
Knowledge of planning, monitoring and evaluation approaches in humanitarian and development contexts
Experience in organizational development in the field of MEAL
Knowledge of qualitative and quantitative data collection tools and methods, data analysis (including visualization) and use of information for external reporting
Ability to define clear objectives and research information
Excellent analytical skills
Critical thinking, good written and oral communication and interpersonal skills
Very good command of written and spoken English
Proficiency in Pack Office, data collection and analysis tools
