This is a dual-purpose role designed for fire engineers looking to expand their expertise into project management and infrastructure delivery. The Fire Prevention Engineer & Infrastructure Project Manager will be responsible for ensuring the hospital’s compliance with fire safety regulations, developing and managing fire prevention systems, and overseeing infrastructure projects. This role combines fire safety expertise with project management, offering the opportunity to lead key hospital projects while ensuring the effective maintenance and upgrade of fire safety systems and infrastructure in line with national standards and best practices.The Fire Safety & Building Compliance Co-ordinator will be expected to play a role in the development of the Infrastructure & Support Services Directorate, ensuring implementation of appropriate actions to achieve corporate and service delivery objectives.Fire Safety:
- Provide specialist advice, guidance, and training regarding fire safety and emergency preparedness, ensuring the development of an integrated fire safety governance system at TUH.
- Develop, review, and implement fire safety policies, procedures, and guidelines in compliance with legislative requirements, national standards, and best practices.
- Conduct fire risk assessments across the hospital, ensuring that any identified risks are mitigated or escalated through the local risk register.
- Support line managers with department-specific risk assessments and fire safety planning.
- Use CAD software to review, revise, and develop department-specific fire evacuation plans as required.
- Ensure that fire emergency action plans and procedures are in place for firefighting and evacuation.
- Lead and conduct annual fire drills and fire safety audits, providing accurate records and actionable recommendations to department managers.
- Coordinate and manage fire evacuations, emergency responses, and communicate with emergency services during fire emergencies.
- Investigate all fire incidents and near misses, determine causes, and implement corrective actions to prevent recurrence. Provide written reports to department managers and stakeholders.
- Investigate fire alarm activations, working with Security and the Technical Services Department (TSD) to ensure preventative measures are in place.
- Compile and present fire safety reports at the Hospital Health and Safety Forum on a quarterly basis.
- Conduct routine inspections of hospital facilities to ensure fire safety standards are met.
- Foster strong relationships with staff, offering guidance on fire safety and prevention at the department level.
- Liaise with Dublin Fire Brigade and other local authorities regarding fire safety matters.
- Keep the fire safety library page on the OH&S intranet site up to date.
- Ensure the hospital remains compliant with evolving fire safety regulations.
Building Compliance:
- Collaborate with hospital management to ensure fire safety is integrated into the hospital’s broader safety strategy.
- Review and revise the Hospital Major Emergency Plan and Internal Emergency Plan to outline procedures for responding to emergencies such as fires, flooding, and chemical spills.
- Offer fire safety expertise during the planning and design phases of new builds, refurbishments, or extensions to buildings on the TUH campus.
- Audit and review fire escape routes and assembly points to ensure they are suitable and compliant.
- Work closely with the TSD to ensure compliance with life safety systems in accordance with legislative requirements, national standards, and best practices.
- Lead a team responsible for approving and signing hot work permits and ensure compliance with hot work permit procedures.
- Review and oversee the activities of contractor’s on-site, ensuring adherence to fire safety and compliance with building regulations.
- Develop and implement policies and procedures related to contractor management, specifically from a fire safety perspective.
- Provide input into method statements from a fire safety standpoint, ensuring safety protocols are followed during construction or renovation work.
- Manage infrastructure projects, including planning, budgeting, and execution, ensuring hospital facilities meet both fire safety and broader operational needs.
- Oversee the procurement and delivery of fire safety-related infrastructure improvements.
- Liaise with multidisciplinary teams to ensure the successful integration of fire safety considerations into wider hospital infrastructure projects.
Qualifications & Experience
Candidate must have:
Education:
Qualification in Engineering, Health and Safety, Fire Safety Management or related field.Experience:
- Operational knowledge of Building Regulations, Fire Safety Design, Statutory Conformance, and Health, Safety, and Environmental Legislation.
- Demonstrated expertise in fire prevention measures, fire mitigation strategies, and emergency response/evacuations.
- Experience using IT systems and software packages, including CAD for evacuation planning and fire safety management.
- Strong verbal and written communication skills, including the ability to present and report effectively to a wide range of stakeholders.
- Excellent organizational and administrative skills, with a keen attention to detail.
Desirable:
- Experience collaborating with architects, engineers, health and safety officers, line managers, and local authorities to ensure compliance with fire safety and building regulations.
- Ability to manage multiple projects simultaneously, meeting deadlines while working independently and as part of a team.
- A background in project management, infrastructure planning, or facilities management, with an interest in broadening skills beyond fire safety.
- We will provide training and sponsor external courses in project management to support professional development in this area.
Reward & Recognition
- Remuneration in accordance with the Department of Health Consolidated Salary Scales (Grade VII 0582) LSI.
- The appointment is permanent and pensionable, subject to the probation period.
- Annual leave entitlement based on grade, with the leave year running from 1st April to 31st March.
- Normal working hours are 35 hours per week, worked over 5 days. However, contracted hours may be adjusted to meet the hospital’s needs, with shifts between 08:00 and 20:00hrs
