Job Purpose
To support the designing, implementation and monitoring of Oxfam Pilipinas’ Gender Justice (GJ) Portfolio workplan and Theory of Change based on agreed deliverables; provide support to the Gender Justice Portfolio Manager in managing all relations, deliverables, activities and communications across the entire project life cycle of assigned short-term projects under the GJ Portfolio.
What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:
Essential
- At least five (5) years of relevant experience in technical advisory, advocacy, campaigns, influencing work, project design and management, and network building around gender justice and social inclusion, gender analysis, women’s empowerment and participation to governance, and women, peace and security (WPS) and feminist approaches and principles.
- In-depth experience in designing and managing gender mainstreaming, gender justice programming initiatives and programs.
- Demonstrated competencies in proposal development, research and project management cycle, especially in areas of planning, implementation, monitoring, evaluation learning, financial management of budgets, and donor report writing.
- Experience of and ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations in different geographic areas including government agencies, CSOs, NGOs, and private sector institutions.
- Strong interpersonal skills and ability to work in multicultural settings and with community groups of varying backgrounds, developed capacity for tact, diplomacy and negotiation.
- Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines and organize work in a complex institutional setting.
- Proficiency in designing and managing organizational, portfolio and project meetings, activities, and workshops such as designing, documenting, and facilitating programs and processes.
- Excellent communication skills with fluency in written and verbal communication (i.e., English and Filipino).
- Proficiency in using basic MS office applications (Word, Excel, and PowerPoint).
- Good people management skills with a good understanding of team development.
Desirable
- Demonstrated knowledge and experience on gender and development, gender equality and women’s empowerment, gender analysis and gender mainstreaming.
- Knowledge in Do-No-Harm and feminist principles.
- Proficiency in designing, facilitating and documenting workshops, meetings and conferences.
- Skills and knowledge on influencing, network and alliance building
- Experience in community-based projects will be an advantage.

KEY RESPONSIBILITIES:
Serve as the deputy of the Gender Justice Portfolio Manager in designing, implementing and monitoring Oxfam Pilipinas’ Gender Justice (GJ) country strategy, portfolio workplans and theory of change based on agreed deliverables.
Portfolio / Project Management
- Oversees the day-to-day management, coordination and implementation, including executions of tasks such as report preparation, end of project activities, good partnership coordination, maintaining and managing online project management tools, forecast and top-up among others of at least 2 assigned short term (1-11 months) projects and one (1-3 years) long-term project in close coordination with the Gender Justice Portfolio Manager.
- Supports the Gender Justice Portfolio Manager in designing and implementing Oxfam Pilipinas’ gender mainstreaming plan and initiatives.
- Provides support to Gender-justice related business development initiatives.
- Provides gender-justice related technical advisory internally and to partners as maybe required and assigned.
- Observes and adheres to compliance of all organizational and donor requirements, including supporting Project / Portfolio Manager in producing narrative reports for assigned projects, collaborate with relevant partners, colleagues, technical advisors, program quality, and business development functions to ensure timely submission of high-quality reporting that complies with donor requirements.
- Ensures administrative and logistics procedures are followed in all relevant activities of the Gender Justice Portfolio and assigned projects in close collaboration with logistics and admin officers.
- Support Portfolio Manager in facilitating process for grants to partners, ensuring compliance with Oxfam’s mandatory procedures on appraisals, partner selection, monitoring, reporting and project closures.
- Consolidates and prepares the GJ Portfolio’s reports during staff meetings, Oxfam Pilipinas-wide and GJ mid and year-end assessment and planning, and other meetings as maybe assigned.
- Participates in Project Management and Steering Committee meetings, staff meetings and see through the implementation of agreed action points of the Project Management Team.
- Supports Project / Portfolio Manager in sharing information on project progress and learnings and address challenges affecting the assigned project/s.
- Ensures that communication strategies and activities of the projects are in line with Oxfam Pilipinas’ procedures.
Partnership Management
- With the Project / Portfolio Manager, ensures that project partners are equal stakeholders in project management, reporting, and MELSA, and that the way that we engage with partners in these areas are empowering, principled and fully aligned with Oxfam Pilipinas’ partnership standards and requirements.
- Coordinates with assigned partner organizations to ensure that all reports are submitted in a timely manner and in accordance with donor and Oxfam requirements, collaborating early to identify potential delays, challenges or capacity gaps and coordinating with colleagues to address and rectify.
- Supports the timely conclusion of contractual arrangements with partner organizations under remit, ensuring that the process unfolds in line with the spirit and intent of the Oxfam Pilipinas’ partnership requirements and standards.
- Provides and ensures open access to both him/herself and the wider Oxfam team, promoting continuous dialogue and ongoing feedback from partner organizations within his/her portfolio.
Other

- Contribute positively to other cross-functional teams as appointed
- As assigned, represent Oxfam externally, and positively contribute to the promotion of gender justice and taking an active role to contribute to knowledge sharing and program development, where possible and relevant.
- Perform priority organizational tasks related to his/her competencies, as may be assigned from time to time.
Contract Length: Fixed Term (12 months subject to renewal annually)
