The Role:

 

To deliver positive changes that achieve gender equality especially for vulnerable women in Yemen through: designing, resourcing and implementing effective programme actions that address the position of, and empower women in the Yemeni society and are relevant to their context, management of Oxfam Yemen gender staffs , developing and maintaining effective working relationships with Oxfam Partner Organisations and active engagement in the  Programmes Team..

 

Key Responsibilities:

  • designing, resourcing and implementing effective programme actions that address the gender gaps in the society, targeting women, girls, men and boys as well as empower women in the Yemeni society Take initiatives and work with Oxfam’s partners and other stakeholders in identifying opportunities for effective programme actions to address gender gaps and empower women.
  • Play a lead role in the assessment, design, implementation, monitoring and evaluation of projects that attain the objectives of the gender programme in line with the country strategy, Oxfam’s values, policies and procedures with a focus on gender mainstreaming as well as gender standalone programming.
  • Ensure the effective use of Oxfam Programme Management Information Systems with respect to the gender programme/projects to facilitate project control and accurate communication of gender justice achievements.
  • Ensure gender aspects alignment with the ‘one programme approach’ and linkages with gender in humanitarian programmes, communications, policy, and advocacy.
  • Participate in proposal development ensuring gender mainstreaming in all proposals and provide information that facilitates resource mobilisation and effective management of relations with donors.
  • Ensure solid, effective and efficient project implementation processes and responsible allocation of financial and other resources, to deliver the programme in accordance with Oxfam procedures, values and donor requirements.
  • Ensure that the projects comply with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
  • Ensure that projects are implemented in a consultative, inclusive, participatory and gender sensitive way and meet Oxfam’s quality standards.
  • Ensure gender sensitive technical/sectoral/geographic integration of programmes where appropriate.

 

Management of Oxfam frontline staff:

  • Provide leadership to project implementation teams under the Gender Programme in line with the country strategy.
  • Ensure that project implementation teams under the Gender programme are structured and staffed appropriately to guarantee effective and efficient delivery of projects.
  • Ensure that gender project staff and focal points are given opportunities for development and training.
  • Participate in the recruitment of and effectively manage the performance of gender project staff in line with Oxfam’s HR policies, delegating authority where appropriate.
  • Develop and maintain a healthy environment for project teams, under the Gender Programme, coordinating discussions on project implementation strategies and detailed implementation planning.

Developing and maintaining effective working relationships with Oxfam Partner Organisations:

  • Constantly identify potentially beneficial relationships with local and national Civil Society, international organisations, local and national authorities with regard to gender programmes.
  • Identify and advise HDP and CMT on opportunities for joint programme development with like minded organisations.
  • Ensure application of Oxfam accountability standards in working with partners and beneficiaries.
  • Coach project staff in developing and maintaining effective working relationships with partner organisations.
  • Ensure that project designs and implementation processes are responsive to the capacity enhancements needs of partner organizations.

 

Active engagement in the Development Programmes Team:

  • As a key member of the Development Programmes Team, contribute to development of longer-term strategy, management and integration of the programmes.
  • Be proactive in ensuring that Oxfam develops and maintains a positive profile.
  • Contribute to formulation of Oxfam policy and advocacy positions on Yemen.
  • Represent Oxfam at meetings, conferences, etc as required. Deputise for the HDP as and when required.

 

Gender:  

  • Undertake other duties related to Oxfam’s programme as and when required by the HDP/CMT.
  • Ensure that all duties are carried out in a way that promotes Oxfam’s values, culture and beliefs.

What we are looking for:

An ideal candidate for the role will have:

 

Essential

  • Ability to effectively lead project implementation teams.
  • Experience of managing staff – challenging, motivating, developing and inspiring team members.
  • Strong inter-personal skills and self-awareness in a diversity of cultural contexts.
  • Experience of managing complex programmes through all stages of the programme cycle.
  • Proven skills in financial management of complex budgets.
  • Experience of rights-based approaches to development.
  • A strong understanding and demonstrable experience designing and implementing gender programmes that address the position of women in society.
  • Understanding of and commitment to Oxfam’s ‘one programme approach’ (linking humanitarian, development & advocacy work).
  • Passion for achieving tangible changes for poor and vulnerable women and men in Yemen.
  • Demonstrable ability to think creatively and practically to improve the quality of projects (particularly in gender, partnership, accountability, monitoring, evaluation & learning).
  • Ability to influence and liaise effectively with a range of stakeholders and represent in high profile environments.
  • Effective communication skills including fluency (speaking and writing) in English and
  • Proven ability to work creatively and effectively with limited direct supervision.
  • Ability and willingness to travel as per programme needs.
  • Readiness to contribute to team processes and a strong understanding of the complementary nature of Oxfam programmes.

Firsthand knowledge of the Yemeni and Middle Eastern context
