Where will you be in the organization?

The division

You will join Group Procurement division. Our mission is to increase AXA Group competitiveness by optimizing the end-to-end Procurement cycle of external spend (excluding Insurance procurement), while building a high performance and risk-managed supplier based. We have a global and entity Procurement presence with 2 different mandates:

As a Group corporate function, we:

  • Leverage our purchasing power through global deals & key supplier relationship management
  • Define & share vendor risk framework & outsourcing policies
  • Provide and manage global Procurement tools
  • Drive responsible Procurement across AXA
  • Engage the Procurement community 

As a Group Operations (GO) support function, we:

  • Optimize the external spend by managing categories and suppliers, and challenging the demand to support AXA GO strategy
  • Implement vendor risk framework and policies at AXA GO
  • Develop and use local & global Procurement tools
  • Develop responsible Procurement at AXA GO

Our division is composed of several departments with respective accountabilities:

  • GO Procurement Performance & Operations 

The department / team

The Procurement Performance department is responsible for:

  • Proactively and strategically manage our global and multi-country vendors to drive maximum value to AXA and leverage our scale
  • Ensure AXA Group’s compliance with regulations on vendor risk management (Solvency II, DORA)
  • Assist AXA Group Procurement in their transformation initiatives
  • Build a secure vendor ecosystem through creating a vendor risk framework and applying focus in selected areas (e.g. outsourcing, vendor management, new regulatory requirements)
  • Drive the Procurement sustainability strategy to support the ambition of the AXA Group
  • Support innovation through harnessing the experience and creativity of our existing and future vendors and developing AXA’s attractiveness to vendors
  • Provide some global platforms to the Procurement function (contract repository, third-party risk management, SRM…)
  • Drive M&A Procurement practice to secure Procurement activities related to acquisitions and divestitures across the Group

The Group outsourcing expert is part of the Procurement Performance team.

About the job

Job purpose

Procurement must address some key challenges that are tightly related to AXA’s ambition: Efficiency, Transformation, Risk management and compliance. As such Group Procurement is responsible to ensure AXA’s compliance with Solvency II regulation on outsourcing.

The primary mission of the Group Procurement Outsourcing expert will be to manage and to drive in autonomy the outsourcing framework and outsourcing community for all the AXA entities in scope (approximately 45 entities), raise awareness and ensure Group and local compliance with Solvency II regulation.

He/She will work closely with AXA entities and Group Risk Management as well as supervisory authorities when required. Doing so will require “influencing” skills and “drive” as continuously interacting with various teams or stakeholders over which he/she has no formal authority in multiple countries.

Main missions

In particular, the Group outsourcing expert will be responsible to:

  • Implement and monitor the Outsourcing framework within the AXA Group to ensure compliance with Solvency II regulation and any other associated regulations
  • Review and update the group outsourcing policy and guidelines taking into account any update in the regulation
  • Review, manage and record notifications received from entities
  • Address formal requests or inspections from supervisory authorities regarding the implementation of the Group Policy
  • Develop and maintain the Group internal control framework on Procurement macro-processes for outsourcing related topics
  • Lead the annual Critical outsourcing inventory (approximately 45 entities in scope)
  • Ensure participation for all entities in scope
  • Oversee and coordinate reporting process
  • Review and analyze data
  • Elaborate regulatory deliverables associated with the reporting
  • Animate and lead Outsourcing Community ensuring information and decision are shared
  • Provide support and assistance to entities in support of outsourcing framework
  • Maintain an active and shared awareness of outsourcing framework and regulatory developments.
  • Ensure the sharing of best practices amongst the entities
  • Ensure risk issue escalation and management which should be defined, efficient and aligned with AXA Group risk appetite framework
  • Leverage, maintain and further develop assets to support the outsourcing framework and assist entities in implementing their local process, taking into account local specificities

Qualifications

Expected skills & experience

We are looking for someone with the following experience and skills:

Experience

  • Bachelor’s degree minimum; Master’s degree preferably,
  • Minimum of 10 years’ work experience, preferably in Financial Services industry, including a minimum of 5 years’ experience in Procurement or in Third Party Risk Management,
  • Knowledge of procurement processes and controls,
  • Experience in cooperating with relationships within a global company.

Technical skills and professional skills

  • Understanding of Financial services industry regulatory frameworks,
  • Ability to understand and translate into clear requirement any regulatory documentation
  • Experience in process simplification
  • Analytical skills,
  • Project management skills,
  • Constructive challenging ability in a collaborative environment.
  • Strong organizational skills and demonstrates high reliability, quality and timeliness of deliverables
  • Demonstrated leadership ability in a team-oriented and collaborative environment.
