It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations. GRS also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work. The Middle East and Africa Division (MEA) of the Global Relations Secretariat (GRS) is in charge of implementing the MENA-OECD Competitiveness Programmeadvises governments on policy reforms capable of mobilising private investment – foreign, regional and domestic – as a driving force for economic growth and employment throughout the Middle East and North Africa region.GRC/MEA is looking for a junior policy analyst with knowledge and experience of developing and emerging economies, preferably with specific expertise in the Middle East and Africa in the areas of: * Inclusive and sustainable economic development

  • Political economy of reforms in support of economic development in developing countries
  • Global and multilateral governance processes and key corporate initiatives and how they affect partner countries

S/he will work in the Middle East and Africa (MEA) Division supporting the implementation of the Global Relations Agenda and in the implementation of the programme of work of the MENA Competitiveness Programme, in particular the Business Integrity/ Anti-corruption workstream. She/he will work under the overall management of the Head of Division and direct supervision of the Project Manager.The MENA-OECD Competitiveness Programme works at the regional and bilateral level to foster transparent public-private dialogue and improve the effectiveness of anti-corruption strategies, through notably the (MOBIN) and anti-corruption related projects and activities.Job DescriptionThe junior policy analyst will support the coordination and implementation of anti-corruption and business integrity bilateral projects and regional activities, implemented by GRC/MEA, including:

  • Support the implementation of the OECD/ Siemens Project on Fair Market Conditions in Saudi Arabia and South Africa
  • Contribute to the implementation of the anti-corruption activities of the Egypt Country Programme
  • Support the organisation of the MENA -OECD Business Integrity Network (MOBIN) activities
  • Contribute to the implementation of the anti-corruption activities of the EU-OECD Yemen Economic Resilience Project
  • Contribute to other business integrity-activities of the MEA Division as required.

Technical assistance

  • Plan and coordinate the implementation of technical assistance activities under bilateral and regional anti-corruption and business integrity projects in the MENA region
  • Contribute as an anti-corruption and business integrity expert to technical assistance workshops and events in the MENA region
  • Support technical activities under other regional programmes, as needs arise

Research, analysis and drafting

  • Conduct research on anti-corruption and business integrity developments and needs in the MENA region
  • Produce reports and other analytical products on anti-corruption and business integrity developments and needs in the MENA region
  • Produce briefing material for OECD managers on anti-corruption and business integrity in the MENA region

Liaison, representation and communication

  • Contribute to building and strengthening the OECD’s network of relevant anti-corruption and business integrity stakeholders, in particular in the MENA region (governments, international organisations, civil society and private sector)
  • Ensure effective coordination with relevant teams within the OECD.

QualificationsAcademic Background

  • An advanced university degree in law, economics, economic development, public policy or international relations.

Professional Background

  • A minimum of one-year relevant experience in the field of anti-corruption and integrity matters.
  • Knowledge of the economic and policy context of one of the countries or regions indicated above.
  • Experience of working in a national and/or international administration would be an advantage.

Languages:

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of Arabic would be a strong advantage

  • Twelve months fixed-term appointment, with the possibility of renewal.
