Norfolk has some of the best natural environment in the country. Norfolk County Council’s (NCC)
Environment Service have an exciting opportunity for an experienced Programme Manager to play a
prominent role in a sustainable future for Norfolk’s nature and culture. The Environment
Service supports the delivery of the Norfolk County Council’s Climate Strategy and Defra’s 25
Year Environment Plan.

We are looking for an enthusiastic, highly experienced, self-motivated professional aspiring to
play a central role in the sustainable development of Norfolk’s greenways and active travel.
You will manage significant and high-profile partnership working with diverse stakeholders,
including external funders. You will lead a range of projects from high-level, high-value
strategic initiatives to small-scale works in collaboration with local communities and
volunteers.

You will lead on delivering positive action to create access to nature, growing active travel
across Norfolk, and working with key external funders to secure investment. Reporting to the
Head of Environment, and in collaboration with wider teams within Environment Service, you will
lead and drive forward Norfolk’s Active Travel vision through a series of innovative projects,
enabling more connectivity to Norfolk’s natural greenspaces through high-profile,
multi-stakeholder projects throughout Norfolk.

Current initiatives include:

Greenways to Greenspaces making new accessible connections for people and
wildlife across the county whilst providing opportunities for local, community-focussed action.

Active Travel Programme £1 million Revenue funded programme of Active Travel
Projects to encourage and enable more Active Travel working with workplaces, places of
education and communities.

Green Infrastructure Programme High profile capital scheme delivery on our
Trails network including access improvements including the high-profile Boardwalk replacement
at Brancaster.

You will be a highly experienced and motivated programme/project professional with experience
of stakeholder management and a collaborative approach. You will have experience of bid writing
and business case development including securing external funding.

Experience of managing multiple projects from initiation to completion is essential, as is a
flexible approach to collaborative working with a calm and positive approach to
problem-solving. The post requires strong influencing skills and a proven track record of
project delivery.

You will also be an experienced people manager and leader. As the Manager of the Greenways and
Active Travel team, you will join an enthusiastic and dynamic group comprising project managers
and specialists. We are a friendly, enthusiastic, supportive, and inclusive team that work
