Definition

Under general supervision, is responsible for performing research, analysis, and recommendation to management on routine issues and matters having a fiscal or operational impact; performs related duties as required.

Examples of Work

  • Conducts or participates in operational and administrative reviews, program evaluations, and special studies pertaining to various fiscal, operational, or managerial issues;
  • Researches and analyzes operational or administrative issues and makes recommendations for resolution or improvement;
  • Researches new programs, projects, or policies; participates in the development and implementation of new programs, projects, or policies;
  • Serves as a resource on fiscal, operational, or other managerial issues affecting the department or division;
  • Recommends changes as needed to existing fiscal or operational practices to improve operational efficiencies or effectiveness;
  • Conducts cost/benefit analyses and feasibility studies;
  • Researches and analyzes various rate and fee structures to enhance the viability of specific services, programs, or operations;
  • Prepares and monitors the general fund, operating, and/or capital improvement budgets;
  • Monitors various grants and ensures compliance with all provisions pertaining to the receipt of grant monies;
  • Researches grant opportunities and writes grant proposals;
  • Evaluates grant programs for effectiveness and regulatory compliance;
  • Prepares quarterly, annual, and other periodic reports;
  • Drafts legislation, encumbrances, requisitions, and contract and bid proposals;
  • Reviews, identifies, and evaluates important trends by means of statistical data and analysis;
  • Compiles data pertaining to fiscal, operational, or other departmental/divisional activities for managerial review;
  • Identifies courses of action and advises management on their relative advantages and disadvantages;
  • May participate in the procurement/purchasing of goods and services for a department or division.

Minimum Qualifications

Possession of a bachelor’s degree.

Test/Job Contact Information

The names of the applicants passing this administration of this exam will be used to create a NEW, OPEN COMPETITIVE, eligible list, and will replace the names on the current list. If you are interested in having your name included on the new eligible list, you will need to apply for this exam within the filing period and successfully complete all phases of the testing process. Questions regarding this process can be directed to the Test Center at 614-645-7439.

The examination process will consist of a computerized exam weighted 50% covering reading comprehension, data checking, logic and reasoning, mathematics, and 2019 Microsoft Outlook and Excel; and a writing sample weighted 50% assessing written communication, math, Word and Excel.

The exam is expected to be administered in late July – August. Approved applicants will be notified by mail/email of their scheduled test date and time.

All applicants must complete all phases of the testing process in order to receive a final score. The names of all candidates who pass this examination will remain on the eligible list for two years, unless the eligible list is replaced prior to or extended beyond the two years. If a candidate’s name is certified and the candidate is to be considered for employment, the hiring process will include one or more interviews, a criminal background check, and a pre-employment drug test. For any position within the Division of Police, the hiring process will also include the completion of an extensive personal history questionnaire and a polygraph examination.
