TEAM PURPOSE

To work with others to effectively deliver Oxfam in Ghana’s country strategy to achieve its strategic ambition. The Programme Effectiveness team will support Oxfam and partners in developing and delivering evidence-based advocacy using research, lobbying, popular mobilisation and media to influence the development of Ghanaian policy on agriculture and food security, inequality in essential services (education and health), and extractive sector governance. Furthermore, the team will support programme teams and partners to fundraise in accordance with country strategy and donor requirements as well as to improve programme quality by developing and maintaining monitoring, evaluation and learning systems.

 

JOB PURPOSE

Working with the Programme Effectiveness Team, the post holder will provide technical coordination support in the area of monitoring, evaluation, accountability and learning activities (MEAL) and knowledge management to support effective campaigns and programmes delivery. In this role, the post holder will ensure that gender and other marginalised groups are effectively integrated into Oxfam’s programme quality and MEAL work in Ghana for effective quality programmes delivery.

 

Dimensions

  • Contribute to broader programme strategy and work closely with the country Programme Effectiveness Manager.
  • Support the country Programme Effectiveness Lead in the management and maintenance of the management information system – Oxfam Programme Accountability and Learning (OPAL) system.
  • Coordinate partnership management processes and programmes- Assessment, onboarding, maintenance, capacity building and exit strategies. by establishing gender sensitive quality standards and accountable monitoring and evaluation systems.
  • Support the Programme Effectiveness Manager, programme teams and partners by coordinating programme design, proposal development and internal and external reporting through incorporating MEAL data and evidence, collection and analysis of data relating to outputs, outcomes and impact of programmes.
  • Support campaigns and public events by Oxfam and partners.
  • Support in developing new initiatives, documenting lessons and disseminating relevant good practices.

 

KEY RESPONSIBILITIES

The post holder will work under the supervision of the Programme Effectiveness Manager, and work across programmes to deliver to following:

  • Coordinate the implementation of Oxfam in Ghana’s performance, knowledge and learning framework (2021-2026)
  • Capture, share and communicate key programme learning with programme staff, partners, and other relevant stakeholders.
  • Together with staff and partners, develop and effectively implement approaches and systems to deliver accountability to beneficiaries, donors and relevant stakeholders.
  • Build the capacity of partners in MEAL systems and approaches as appropriate.
  • Develop or sustain regular monitoring, communication and meetings with key civil society and community contacts to feed into Oxfam’s work.
  • Conduct programmes and campaign monitoring activities with programme/project staff with gender lenses, and in ways that are sensitive to women’s empowerment and gender justice. The post holder will also play a key role in project evaluations and reviews.
  • Write and contribute to Oxfam’s communication bulletins in country using experiences from programme monitoring information.
  • Support in assessment of new potential partners, and in developing capacity building plans for partners as a result of the assessments.
  • Support in M&E training and capacity building activities across Oxfam including learning reviews, Management Information System (OPAL) training sessions for (new) staff, disseminating learning, best practices and statistical and qualitative evidence of projects, etc.
  • Implement appropriate feedback mechanism with communities and partners that are contextual, effective, accessible and safe for beneficiaries.
  • Support programme and project managers in designing new projects.
  • Work with partners to build their capacities in establishing their own MEAL systems including learning agenda
  • Support programme and project managers with updating management information systems.

Key Working Relationships:  

  • Internal: Country Director, Finance and Operations Lead, Organization Development and People Lead, Business Development Lead, Program Effectiveness Lead, Program and Policy Managers, Communications Coordinator.
  • External: Government ministries departments and agencies, local and international NGOs, coordination platforms and working groups, community leaders
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • Ability to travel away from home to remote programmatic sites within the country and periodic travel aboard for regional, continental, and global.

EXPERIENCE, KNOWLEDGE AND COMPETENCIES

Qualifications: Someone with a passion for quantitative and qualitative data analysis for decision-making, and understanding of contemporary trends and debates in MEL and social accountability.

Education: A minimum of first degree in Social Science, Planning Project Management, Statistics or Development Studies

Experience:

  • Minimum of 4 years working experience in data analysis, programme quality, knowledge management and monitoring, evaluation and Learning systems.
  • Proven ability to develop and use M&E systems and data analytics with limited supervision.
  • Knowledge and experience with knowledge management systems, gender sensitive MEAL design and an understanding of gender and diversity.
  • Strong research, quantitative and qualitative data analysis skills e.g. context analysis, NVIVO, SPSS
  • Demonstrable ability to work well in a team and with awareness of political sensitivities in different settings.
  • Dynamic and proactive attitude with demonstrable creativity and tolerance of living and working in stressful conditions.
  • Excellent time management, organization, and prioritisation skills, with the ability to work under pressure and to strict deadlines.
  • Demonstrable ability to work independently, think innovatively and strategically.
  • Excellent communication skills, both written and verbal with report writing skills.
  • Strong computer skills-Word processing, Excel, PowerPoint, internet etc.
  • Commitment to values that align with Oxfam’s values.
  • Proven flexibility to work in a campaign context.
  • A demonstrable understanding of NGO policy/advocacy work in the context of development.

Desirable

Considerable experience in coaching, advising, mentoring and facilitating capacity building on MEAL, data analytics and programme quality issues.
