Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.” Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division’s OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides technical assistance for the control of trade of HCFC and HFC-based substances and equipment. In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of the Montreal Protocol and the 2023 UNEP Business Plan and CAP’s budget, the OzonAction Branch is providing information services and legal/policy and technical advice for National Ozone Officers (NOUs) and other stakeholders. In line with national legal/regulatory frameworks, the Government of Chile, through its National Ozone Unit (NOU), has requested UNEP as the cooperating implementing agency of the HPMP stage III and the KIP Stage I, to support the hiring of a local consultant to conduct the activities of 1st tranche of the HPMP and the KIP. In this regard, these Terms of Reference (TOR) aim to define the scope of services required to be provided by the national consultant to support the Focal Point for the Montreal Protocol in the development of two public awareness campaigns in Chile – an awareness campaign for the phase-out of HCFCs and another for the phase-down of HFCs. Specific tasks and responsibilities The consultant should inter alia deliver the following activities: -Continue with the ongoing dissemination activities of the NOU. -Increased motivation and awareness about the management, alternatives to the use and the phase-out of HCFCs. -Strengthening of gender equity, especially in the refrigeration and air conditioning (RAC) sectorthat has traditionally been oriented to a male audience. -Dissemination of the current national regulations on the phase-out of HCFCs. -Dissemination and raise awareness among those working in the refrigeration, and airconditioning sectors about the appropriate use of the substances controlled by the MontrealProtocol, training activities and continuous improvement of their practices and the greaterinvolvement of women in the sector. -Implementation of dissemination activities to support reclamation centres at the national leveland promoting the circular economy. -Citizen information campaign on the phase-out of HCFCs and the protection of the ozone layerto make visible the work carried out within the framework of the Montreal Protocol regardingthe elimination of the consumption of HCFCs. -Dissemination and promotion of the best practices in the management of refrigerant gases,including their recovery, recycling and proper handling, to minimize the release of HFCs into theatmosphere. -Establishment of strategic alliances and collaborations with environmental organizations,educational institutions, industrial associations and other relevant stakeholders. -Awareness among specific audiences, related to decision-making at private and institutional level(RAC sectors), about the phase-down of HFCs consumption. -Provide guidance and collaborate with NOU in identifying the relevant audiences, creation ofkey messages and communication strategy on the elimination of HFCs.

Qualifications/special skills

Tertiary/University degree in journalism, public relation or equivalent areas. Required Five years of working experience in development of public awareness/outreach programmes for targeted audience and managing communication programmes, media, social media and public campaigns, including editing of publications on environmental matters. Knowledge on the organizational structure of the Chilean public sector and competent authorities for the environment. Desirable Experience in implementing awareness raising activities in the area of Montreal Protocol and dealing with communication and dissemination criteria of the Ministry of the Environment of Chile.Higly desirable

Languages

English and Spanish are among the working languages of the United Nations Secretariat. For the services required, fluency in written and spoken Spanish is required.Working knowledge of English is desirable.
