Definition

Under general supervision, is responsible for performing entry-level professional personnel work such as position classification and/or employment examination construction; performs related duties as required.

Examples of Work

  • Observes and interviews job incumbents and supervisory and management personnel to determine job duties and physical, mental, and training requirements;
  • Writes technical reports, summaries of findings, and recommendations pertaining to test development and validity, classification specifications, or the allocation of positions within the Class Plan;
  • Writes and modifies test questions, reviews previous test materials and item analyses and prepares test instructions;
  • Learns to review and analyze job classifications within the CSC Class Plan for the purposes of creation, revision, or abolishment and prepares a professional recommendation to present to the Commission;
  • Learns to review and analyze duties assigned to a position to determine whether the proposed or current job title is appropriate and, if not, makes recommendations to resolve potential or existing misclassification;
  • Conducts compliance reviews by meeting with employees and comparing duties performed to class specifications;
  • Learns to review job applications to ensure that minimum qualifications are met prior to testing or appointment;
  • Learns to create and develop test scenarios and instructions which may include video and audio elements;
  • Collects and analyzes organizational and occupational information relevant to assigned projects;
  • Responds, orally or in writing, to questions or appeals from test candidates or applicants explaining Commission Rules, policies, procedures, or decisions;
  • Reviews materials with subject matter experts during test development;
  • May present information to applicants, City employees, and union representatives at meetings regarding classification and/or testing projects;
  • May participate in professional activities to remain knowledgeable regarding developments in the field of human resources and industrial/organizational psychology;
  • May administer and/or oversee the administration and grading of employment tests.

Minimum Qualifications

Possession of a bachelor’s degree.

Test/Job Contact Information

The names of the applicants passing this administration of this exam will be used to create a NEW, OPEN COMPETITIVE, eligible list, and will replace the names on the current list. If you are interested in having your name included on the new eligible list, you will need to apply for this exam within the filing period and successfully complete all phases of the testing process. Questions regarding this process can be directed to the Test Center at 614-645-7439.

The examination process will consist of a multiple-choice test weighted 50% covering reading comprehension, problem sensitivity, logic and reasoning, report writing, business etiquette, and 2016/2019 Microsoft Word and Outlook; and a writing sample weighted 50% assessing written communication, basic math, Word and Excel. 

The exam is expected to be administered in late July – August. Approved applicants will be notified by mail/email of their scheduled test date and time.

All applicants must complete all phases of the testing process in order to receive a final score. The names of all candidates who pass this examination will remain on the eligible list for two years, unless the eligible list is replaced prior to or extended beyond the two years. If a candidate’s name is certified and the candidate is to be considered for employment, the hiring process will include one or more interviews, a criminal background check, and a pre-employment drug test.
