We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. At ENTSO-E, you will contribute to building the world’s largest integrated electricity market – impacting not only those in the energy sector but also Europe’s overall economy, today and in the future!Job descriptionWe are looking for a highly professional and skilled Power Systems ICT Applications Manager passionate about the European electricity market.In this role, you will be accountable to the Head of ICT Section and the Deputy on IT Operations for all ICT-related matters concerning System Development and Electrical System Coordination applications and their underlying infrastructure services. You will govern a portfolio of platforms throughout their full lifecycle—encompassing Strategy, Design, Transition, Operations, and Continuous Service Improvements. The portfolio of live services and projects encompass at large the following ICT Systems: Pan-European Market Modelling Database application, Flow-based Domains Creator, Common Private Infrastructure, European Awareness System, Short-Term Adequacy & Outage Planning Coordination, Capacity Provider Registry, and Maximum Entry Capacity. Additionally, you will be responsible for several services that are in design or carve-out phase, including boundary management, open-source grid model validator, and others.As the Power Systems ICT Applications Manager, you will lead and manage a team of employees, overseeing all aspects of people management. You will represent the ICT portfolio for which you are accountable, ensuring that all projects and services align with the strategic objectives.The successful candidate will work full-time at ENTSO-E’s offices in Brussels and will be required to reside in Belgium, where a hybrid working environment is offered. You will be part of the ICT Section, reporting directly to the ICT Head of Section and the Deputy on IT Operations.Your ResponsibilitiesManagement of System Development and other ICT Applications:

  • Manage development of an ICT tool to generate Flow Based domains for European Resource Adequacy Assessment (ERAA) and Seasonal Outlook.
  • Manage all System Development (SD) and Power System ICT applications.

Business Requirements Analysis:

  • Collaborate with business units from the business requirements stage to understand user expectations.
  • Ensure accurate translation of business requirements into functional and non-functional requirements.

Supplier Management:

  • Identify and select appropriate suppliers following ENTSO-E’s procurement processes.
  • Manage the contracting process, including negotiating and signing contracts collaborating with the Legal and Corporate Services sections of the Secretariat.

Service Delivery:

  • Ensure compliance with the Secure Software Development Life Cycle (SSDLC) standards.
  • Oversee Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT).
  • Facilitate User Acceptance Testing (UAT) with user involvement.
  • Ensure successful deployment, support, and maintenance of applications within agreed budgets and timelines.
  • Contribute to establishing and adhering to project budgets.
  • Oversee configuration management and ensure quality support for end users.

People Management

  • Manage a team, handling resources, budgeting, planning, reporting, and managing development, risks and issues.

Your Profile

  • University degree (preferably a Master’s Degree) in Information Technology and/or Electrical Engineering is required.
  • At least 5 years’ experience in a complex environment performing as a Development Lead or Project Manager and/or in Service Delivery Management is a must.
  • Proven prior experience of leading teams.
  • Strong understanding of system development methodologies and Secure Software Development Lifecycle.
  • Proven ability to manage projects from initiation to completion, ensuring timelines and budgets are met.
  • Knowledge and preferably some experience with SCADA/EMS related to electrical power management. An additional experience in Wide Area Monitoring Systems will be considered as a strong advantage.
  • Experience in tendering processes and supplier management.
  • Ability to translate business requirements into technical specifications.
  • Knowledge and experience with network communication and protocols for real-time systems (e.g., ICCP, IEC 104) and for grid model (e.g., CGMES) is highly appreciated.
  • Excellent writing and oral communication skills in English with the ability to liaise effectively and deal with internal stakeholders, business units, service providers and/or contributors located in various countries.
  • Strong analytical skills and structured problem solving.
  • ITIL certified or equivalent experience knowledge of Prince2 or PMP is an advantage.
  • Familiar with SharePoint, Jira.
  • Ability to work independently and in team setting with competing deadlines.
