The Role:

 

Oxfam GB is looking for a Project Accountant To ensure effective data processing, reporting, financial management, implementation of partner accounting, reporting and monitoring systems for the promotion of Gender Transformative and Youth Inclusive Democracy project in Malawi.

An ideal candidate for the role will also be;

 

  • Be a focal point for all financial matters for the EU funded project on Promoting Gender Transformative and Youth Inclusive Democracy project in Malawi.
  • Ensure compliance with all the European Union & Oxfam guidelines in the implementation of the project.
  • Interpretation of donor contract compliance information; provision of advice to departmental managers and senior managers.
  • To work with Program team in Oxfam and partner to ensure excellent project and budget performance.
  • Provide training, support and guidance to partners including building their capacity to effectively manage the Promoting Gender Transformative and Youth Inclusive Democracy Project Grant.
  • Be a leader in ensuring Oxfam’s cordial relationship with the donor is upheld by submitting financial reports and completing expenditure verifications within the agreed times.
  • To be responsible for the accurate and timely preparation of Financial Reports, including authorization of payments and liquidations.
  • Liaise with Logistics and IT departments to ensure all capital asset and inventories for the EU funded Project are secure and records are updated quarterly. 
  • Support the Finance Manager in ensuring Oxfam policies and procedures are implemented and minimum financial standards are achieved across Oxfam in Malawi offices.
  • Ensure financial systems (Peoplesoft reports), Cash top-ups, Bank account reconciliations, etc. are submitted in accordance with agreed deadline.
  • Ensure bank accounts, cash transfers, movement of money is managed correctly in accordance with financial management policies across the programs.
  • Respond to donor and audit queries regarding financial reports of past, present and future programming as may arise.
  • Acquire information from the donor on reporting and proposals formats and requirements, changes etc and ensure that same is passed on to all relevant managers in programme, finance, administration, HR and logistics.
  • Work with the Finance Manager and Programme Managers to develop and maintain an effective budget monitoring and reporting system.
  • To develop budget-monitoring capacity amongst teams and communicate and offer advice as required.
  • Assist in the co-ordination, financial management and budget preparation including payment authorization; production of timely management information; systems and controls; security and management of cash, assets and stock.
  • Maintain a proper filling system, both electronic and in paper files for the project.
  • Conducting annual partner risk assessments as a pre-requisite for continuation of funding partnerships.
  • Carry out regular field visits to partner and impact districts of the Project to fully understand the operating environment for effective support.
  • Support financial aspects of resource mobilization undertaken by the teams.
