ROLE OVERVIEW:

The Liverpool City Region Combined Authority (LCRCA) is creating a new Energy team to lead on
exciting and transformational energy efficiency projects in our City Region. We are currently
recruiting for Project Management support on Public Sector Buildings Decarbonisation and Solar
Photovoltaic schemes to provide energy system upgrades in multiple public sector buildings
across Liverpool City Region.

As a high calibre Project Manager your mission will be to deliver projects on time, to budget
and to the right standard. You will undertake all aspects of the planning, co-ordination and
financial control of project(s) cutting across multiple business functions.

Working alongside the North West Net Zero Hub, and with the support of our centralised PMO and
Project Delivery Tool Kit, you will have the autonomy to determine the best way forward for
your project/s, motivating and leading your project team/s throughout the project lifecycle.

Key Role and Responsibilities

  • Leading projects through all stages of initiation, delivery and close within time, cost and
    quality parameters.
  • Building up sufficient technical and sector-specific knowledge as appropriate to lead
    projects.
  • Working with PMO colleagues to put in place proportionate project governance arrangements
    to ensure appropriate levels of oversight and stakeholder engagement in line with the Project
    Delivery Framework.
  • Developing and maintaining project management artefacts including programme plan, risks,
    change control, actions, decisions, lessons learned, monitoring & evaluation, comms and
    engagement plans; escalating as appropriate.
  • Managing the project budget – working closely with PMO colleagues and the LCRCA finance and
    audit functions to ensure that there is thorough understanding of the financial position of
    each project.
  • Organising, facilitating and participating in project-related meetings, workshops and
    events (on and off site). Managing and supporting the project team.
  • Management of grant funding agreement and regular reports to fund administrators and
    internal reports, briefing papers and other documents, as required.

Required Skills and Knowledge 

  • Able to work in a fast-paced environment and capable of delivering to short timescales.
  • Excellent IT skills with proven ability in all Microsoft Office products and familiarity
    with collaborative working IT solutions including SharePoint and Teams.
  • Knowledge and experience of health and safety legislation and practical application  
  • Knowledge and/or experience of managing grant funding agreements and associated reporting.
  • Knowledge and/or experience of one or more of the following sectors/disciplines: Public
    Sector Buildings, Building Systems & Services, Asset Management, Decarbonisation Retrofit,
    Net Zero Projects, Listed Building planning guidance.
