REACH & Substances Corporate Manager H/F

Context 

  • All Nexans units delivering the EU market are falling in the scope of the REACh regulation (Registration, Evaluation, and Authorization of Chemicals). It addresses the production and use of chemical substances, and their impact on human health and the environment. This framework legislation imposes new rules on manufacturers and importers in terms of knowledge: on composition, communication and substitution.
  • Other regulation related to substances have also been set up, in EU (CLP, Seveso, Poison centers, RoHS) and worldwide (REACh Turkey, REACh Korea, RoHS UAE, …)°
  • Additional non-financial reporting EU regulation (Taxonomy and Corporate Sustainability Reporting Directive) includes obligations related to Substances, requiring a high level of worldwide visibility on hazardous substance used at product level
  • Nexans needs to ensure its compliancy for all products falling in the scope on any of those legislations and ensure substances traceability all along the value chain.

Purpose 

  • The corporate REACH & Substances manager shall set up and manage all necessary tools, processes and network to ensure compliancy with EU legislation on substances, and up-grade, develop and deploy them to other countries and other substances legislation.
  • He/she shall manage a network of Substance experts in plants, to ensure process and tools are well applied locally, regularly provide trainings, and provide support when required

Areas of responsibility 

  1. Chemical regulations & IT Tools management
  • Define the key steps for Nexans about the REACh regulatory text, evolutions and schedule: support units for regulation management and implementation, for compliance audits and keep up-to-date processes of compliance for the Group,
  • Develop/ update REACh procedures and quality documents
  • Is in charge of REACh regulatory actions (registration, notifications, French and Belgian nano declaration, Poison Center declaration),
  • Contribute to the training sessions about chemical regulations (EU REACh and CLP),
  • Develop & Promote IT Tools related to the management of chemical regulations and to the non-financial reporting regulation (Taxonomy and CSRD)
  1. REACh Network & Association

Internal

  • Coordinate and expand REACh network,
  • Support all issues, questions or needs coming from units regarding REACh
  • Pilot units’ autonomy through REACh indicators and trainings,
  • Transfer knowledge to REACh coordinators on core elements of the regulation and IT Tools
  • Manage communication Tools for REACh update at various levels (intranet, workplace, internet).

External

  • Represent Nexans in Associations to defend Nexans interest
  • Share information within Nexans and coordinate necessary actions
  1. Customer orientation & Products impact
  • Study the impact of substances in the scope of REACh on Nexans activities,
  • Recommend substitution projects to anticipate future legal changes
  • Promote the added value of REACh within Nexans for the customer relationship,
  • Develop processes / Tools to answer REACh/substances customer requests and support units in specific cases.
  1. Chemical risk management
  • Is responsible of the creation and update of Nexans’ Safety Data Sheets.

5. Monitoring performance

  • Define the REACh indicators, and targets in line with the Business Group objectives
  • Diffuse to the management and REACh network the evolution of compliance based on the REACh indicators

Expected results

  • Full compliancy of all Nexans units in EU to REACh regulation and associated substances and non-financial reporting legislation
  • Visibility of substances use worldwide with associated risk classification
  • Identification of articles (and associated sales) containing Substances of Concern (Taxonomy regulation – DNSH Pollution criteria)
  • Autonomy of sites for daily REACh follow up and answer to customers
  • Worldwide “substance Network”,
  • Anticipation and mitigation of the risks associated with regulated substances
  • Efficient and integrated tools and process for substances legislation management
  • CSRD mandatory reporting on pollution / use of substances

Position sizing 

  • Network of ~80 collaborators Worldwide
  • Full transversal project management
  • Worldwide, All market Lines and countries concerned

Required skills and qualifications

  • Technical background : Engineer Diploma or Master degree in chemistry or polymeric materials
  • Knowledge on REACh regulation 1907/2006/EC
  • Minimum 2 years experience on substance legislation management.
  • Other expertise on environmental areas would be an advantage (CSR, LCA, Ecodesign, environmental legislation and standards)
  • International profile – fluent in English
  • Strong writing and communication skills
  • Project management – transversal management and network working skills
  • Ability to work independently and manage multiple workflows
  • Team player, Rigorous, Organized, Initiative spirit, Results oriented and sense of urgency.
