Team/Role Overview

The Regulatory Strategy & Policy (RS&P) team covering the UK, Europe and MEA clusters has permission to expand its Regulatory Policy Advocacy capacity, and is looking for an experienced senior professional to help increase its footprint and its impact with regulators across the three clusters.

Citi conducts advocacy and regulatory engagement on policy making through the Regulatory Strategy and Policy team. The Regulatory Strategy and Policy team is responsible for working with senior management to analyse the regulatory landscape, identify key challenges and opportunities, understand impacts on Citi’s strategy and position Citi’s views for the greatest influence with regulators. The RS&P team leads Citi’s interactions on regulatory policy topics both directly with regulators and via trade bodies and in addition manages the engagement with senior leaders in the UK and EU regulatory agencies; the team deploys a slightly different engagement model in the over 33 Middle East & Africa jurisdictions supporting the cluster and chief country officers on key and common regulatory advocacy topics. Citi’s Government Affairs (GA) team has the equivalent responsibility for government and legislative affairs.

As part of discharging this role, the RS&P team runs the Regulatory Strategy and Advocacy process (the RSA) process to provide consistency and completeness over Citi’s engagement on regulatory consultations. The RSA process identifies and prioritises regulatory advocacy opportunities for Citi and defines engagement strategies for these key priorities. This involves conducting cross-business and cross-function internal engagement on advocacy priorities to develop clear and consistent Citi views, including the formation of temporary or longer-term working groups.

The role of RS&P also includes representing Citi in trade associations and industry forums to align industry perspectives with Citi’s priorities, and to feedback industry insights to Citi.

RS&P further drafts direct Citi responses to key consultations based on inputs from relevant stakeholder groups / working groups or coordinating and reviewing such responses where internal stakeholders lead on the drafting. RS&P also represents Citi in bilateral and multi-lateral meetings with the regulators on key advocacy topics, and coordinates Citi’s representation from other teams as appropriate.

The RS&P team performs horizon scanning by identifying emerging topics of regulation relevant for Citi, and for new developments on existing topics. This equally involves creating internal awareness and escalating key issues affecting our strategy, cost base and/or resource allocation.

The team is responsible for engagement with regulators at senior executive engagement level via briefings and meeting attendance.

This role will be extremely high profile, involving working closely with senior executives and SMEs across the businesses, functions, clusters and legal entities, and engaging directly with regulators and/or with trade associations to help define and execute regulatory policy advocacy. A key skill of this role will be to be able to quickly synthesise new policy developments, identify relevant stakeholders and engage with senior representatives from the businesses and functions to develop Citi’s advocacy positions.

As such, candidates for this role should be familiar with both the broader regulatory environment, and the practical realities of business processes, and should be a strong and confident communicator.

What you’ll do

  • Work across the clusters to define and support the ongoing development and delivery of Citi’s strategy for engaging with key regulators, mainly focused on the development of regulatory policy and associated positioning by supervisory teams. This will include training and education and supporting the countries and legal entities within the Citi clusters

  • Co-ordinating and developing Citi positions on future regulatory policy from key regulatory and supervisory bodies

  • Engage with regulators, trade associations and other internal and external stakeholders to execute Citi’s advocacy strategies across the region

  • Collaborate with Government Affairs (GA), the US RS&P team and Product/Business areas to lead the Regulatory Strategy for Advocacy (RSA) process and help embed a structured, globally aligned approach for advocacy of financial services legislation, regulatory policy and regulatory initiatives

  • Support key regulatory engagements with senior leaders throughout the organization and ensure coordinated, consistent interaction and communication with regulators. This includes position taking on overarching themes such as the Capital Markets Union in Europe, the UK regulators’ secondary growth & competitiveness objective, etc.

  • Responsible for top down and bottom-up communication of regulatory developments, priorities and expectations, including reporting to senior governance bodies and delivering briefings for key regulatory meetings, interviews and presentations

  • Anticipate global regulatory trends and provide thought leadership, both internally and externally

What we’ll need from you

  • Relevant experience preferably gained in a global, complex, and matrix driven institutional financial services firm or a related regulatory body

  • Knowledge and experience of working with UK and/or key regulatory bodies, preferably in similar roles of regulatory advocacy or in regulatory implementation

  • Knowledge of regulatory policy, preferably in the markets and capital area

  • Strong analytical skills, preferably combined with experience in or with large international banks; in-depth knowledge of certain Business areas and their regulatory context or willingness to develop this

  • Ability to effectively collaborate with multiple stakeholders including senior management, business and product teams, functions and legal entity leadership. Also, ability to build up a good working relationship with relevant policy-makers; Successful track record establishing and maintaining strong internal networks

  • Strong organisational, including triage, prioritisation and the ability to run consistent processes; ability to analyse complex concepts and distil them for consumption of leaders across the organization; Sound planning, organizational, project management and communication skills

  • Highly collaborative; act with the highest level of integrity and works successfully with multi-disciplinary teams; A proven ability to apply sound judgement, effectively communicate and make, support and implement high quality, timely decisions

  • Demonstrated ability to effectively and consciously work across cultures and jurisdictions; Strong independence, adaptability and resilience; Open and effective communicator who prioritises open, collaborative dialogue
