IntroductionThe Strategic Estates team in Parliament takes great pride in looking after and improving the buildings of Parliament itself, as custodians of the Estate. While we are part of the House of Commons service, we provide services to the House of Lords as well. We operate on a working World Heritage site which attracts visitors from all over the globe, in a challenging stakeholder environment where conservation and the need to innovate and build for the future coincide.The Property and Asset Strategy team lead the strategic development of an integrated property and asset management approach for the estate, managing the lifecycle of the buildings, day-to-day corporate property management and providing advice to the Project Delivery and Maintenance groups. Property and Asset Strategy has a core of expert in-house technical staff providing continuity, direction and support to colleagues, consultants, and contractors and represents the estate with key external bodies.The RoleAs a Senior Business Analyst, you will lead cross-functional analysis to support strategic decision-making. In this instance, you will join a multi-disciplinary team of professionals to provide business analysis services to support the corporate property portfolio and asset management strategy of the Parliament Estate to ensure that the intended outcomes and benefits are delivered to our customers. A key aspect of this role is the ability to work within a complex and challenging environment, managing ambiguity, and leading and facilitating collaboration with others to deliver high-quality situational business analysis.You will contribute to the continued success of the Business Analyst community within Strategic Estates, with opportunities to promote and strengthen the Business Analyst profession throughout the built environment.The ideal candidate will use business analysis skills to bring innovation, creativity and problem solving to all aspects of their work. You will build strong relationships to develop a large network of connections across a diverse and inclusive organisation and build trust with colleagues and business users.Some of the responsibilities for this role include:

  • Lead and deliver high level cross-functional business analysis, investigating, analysing, and communicating complex business problems and opportunities for strategic and tactical decision making.
  • Work with both Houses to support our property portfolio and asset management process and reporting development, ensuring innovation through facilitating business teams in ‘art of the possible’ thinking.
  • Verification of inputs / outputs to sew systems and identifying any gaps.
  • Supporting in strategic and scope / benefits inputs for Property Portfolio Management reporting.

Skills and ExperienceTo be successful in this role you will demonstrate:

  • Experience of influencing and persuading at strategic / operational levels in a challenging and complex stakeholder environment, owning stakeholder relationships to ensure consensus is achieved.
  • Experience of applying business analysis skills to provide excellent quality, cross-functional analysis, appraisal and options to obtain clear and high-quality business decisions which deliver efficient and effective outcomes.
