Job Purpose

 

To provide financial operational leadership and support to the organization in a client-focused manner and to ensure that activities are carried out in a smooth and transparent way.

 

 

 

 

What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

 

 

Essential

  • Degree in Finance, Accounting, or related discipline.
  • Extensive experience in operational financial management, systems and accounting processes and standards, including ledger functions and compliance with government regulatory requirements for the Bureau of Internal Revenue.
  • Familiarity with the compliance requirements of the Securities and Exchange Commission, SSS, Philhealth, HDMF, and Taxes.
  • Ability to compute taxes such as compensation, expanded, and VAT.
  • Experience in preparing donor financial reports and reviewing partner financial reports.
  • Proven ability to lead a small sub-unit, relate with outsourced accounting support, and proven experience as a team worker and demonstrably cooperative with members of other teams.
  • Hands-on experience with accounting software specifically Quickbooks.
  • Strong computer literacy, high level of proficiency in MS Excel (including Vlookups and pivot tables) and Word and ability/preparedness to quickly learn new systems and software, e.g. QuickBooks. Ability to work with others to convert vision and strategy into operational reality.
  • Good organizational skills, activity planning, prioritization delivery against agreed deadlines. Ability to work in demanding situations under pressure in a team or independently with minimum supervision and deliver against team objectives.
  • Good analytical and conceptual thinking skills with a proactive approach to identifying and resolving problems and suggesting improvements; able to understand complex issues and translate them into simple workable actions and plans.
  • A high level of self-awareness, personal energy, stamina and flexibility. Ability to work creatively, effectively and in an innovative manner, adjusting to constantly changing situations while maintaining focus on delivery and follow-through.
  • Experience in engaging internal and external audits and reviews.
  • Experience in engaging with multi-cultural and cross-country entities to enhance financial management and resolve issues.

 

Desirable

  • Experience in NGO financial management and working for large Non-Government Organizations and major donors.
  • Sound knowledge and experience of donor-related funds management and ability to work with/manage finances of multi-donor grants.
  • Experience and capability in working with other civil society organizations (partners) and provide effective financial monitoring and capacity building of finance staff in partner organizations.
  • Recognized professional qualification in accounting and finance, e.g. Certified Public Accountant.

KEY RESPONSIBILITIES:

 

Responsibilities include but are not limited to the following.

Financial Management and Reporting

  • Support the Strategic Finance Manager in performing financial activities in line with Oxfam’s policies and procedures and legal and statutory requirements in the Philippines.
  • Lead the Oxfam Pilipinas Operations-Finance Team and Outsourced Accounting Team for all financial transactions related to the efficient discharge of their responsibilities.
  • Review all the payment requests and financial transactions for correctness and completeness.
  • Oversee and ensure the monitoring and aging schedule of Floats, Accruals and Prepayments with the supporting documents.
  • Maintain custody, review and recording of petty cash transactions, which includes: Petty Cash Releases, Review Petty Cash Transactions, Journalize and Record Petty Cash Transactions.
  • Ensure the quality and integrity of balance sheet accounts and transactions posted in the system. Perform account reconciliations and comply with specific procedures affecting the key performance indicators of the unit.
  • Responsible for monthly soft close and hard close including preparation of Monthly Financial Reports.
  • Follow through and implement agreed action plans on (a) significant/extraordinary movements in asset and liability accounts, (b) adjusting or correcting journal entries, (c) internal and external audit actions, and (d) similar items of that nature.
  • Assist in the preparation of donor reports, ensuring that (a) these correspond to the narrative reports and reconcile with funding data, (b) appropriate documentations are on file and approved, and (c) any potential issues have been disclosed with relevant parties
  • Assist in the reconciliation of restricted contract balances and ensure that issues arising are addressed and dealt in a timely manner.
  • Assist in the reconciliation of restricted income debtor balances.
  • Review Monthly Payroll submitted by the Outsourced Team, including Statutory Payments and Computation of Taxes.
  • Oversee billing and ensure collection on a regular basis and as necessary all collectibles from Oxfam Affiliates and other creditors.
  • Keep an updated record of Provident Fund for all staff including hosted staff an Oxfam International.
  • Official representative for all bank transactions and other bank matters.
  • Upload, post, reverse, re-class and adjust journal entries as deemed necessary to keep the accounting records clean and updated in coordination with SFM.
  • Acts as representative for finance section during regular Inventory Count as requested by Logistics Officer.
  • Responsible for monthly cash flow monitoring and availability of cash.
  • Attend contract management sessions to ensure that problems arising from budget variance analysis (budget versus actual reports) of the projects are monitored.
  • Act as the administrator of the quickbooks.
  • Review, develop and improve the finance policies.

 

Risk Management and Compliance

  • Ensure appropriate and secure record keeping for financial transactions in line with donor, Oxfam and statutory requirements in Philippines.
  • Work closely with the outsource team to ensure that (a) complete and donor-compliant payment voucher supporting documents are kept securely, (b) recording of financial transaction in Quickbooks is accurate, and (c) correct documents for online statutory payments are submitted.
  • Ensure adherence to donor financial requirements and procedures.
  • Focal person in the preparation of documents for donor and institutional audits.
  • Work closely with the outsourced company to ensure that withholding taxes, permits and fees are compliant with mandated regulations, covering the areas: Review Monthly Withholding Tax, Review Annual Withholding Tax and Review all the works of the Outsourced Team
  • Compile, maintain and keep updated, correct and complete bank records and documents.
  • Conduct Induction on Finance matters for newly hired staff as scheduled by HR
  • Prepares budget for Emergency Responses in coordination with Humanitarian Manager
  • Partnership Support
  • Contribute to partnership assessment activities for finance and logistics as requested.
  • Support in the review and verification of partner financial reports and supporting documents.
  • Journalize and review all the financial reports of partners as may be assigned by Strategic Finance Manager.
  • Ensure that all communications with partners are collaborative and respectful, being mindful to collaborate with relevant Partnership Relations Managers to ensure consistency and cohesion in communications.
  • Contributes to high quality capacity development for partner organizations in the business operations as requested.
  • Conducts Due Diligence for partners a may be delegated.

 

Other
