Successful applicants will work in a dynamic team of health economists and policy experts and statisticians to develop policy advice on how to improve the performance of health systems. They will work on a number of projects, reflecting country policy interests and the programme of work of the Health Division.Successful candidates will have a strong background in applying economic concepts to health or in analysing health policies. They will have experience in running complex projects and a proven record at effective project planning, will be able to work independently and in close collaboration with other economists/policy analysts in the Division and across the Secretariat. They will be working on one or more projects of the Health Division, such as:
- Measuring health systems performance
- Healthcare Quality and outcomes
- Public health and prevention policies
- Health financing, health system resilience and value for money
- Human resources for health
- Digital health, data governance and artificial intelligence
- Pharmaceutical policies and genomics
- Long-term care and integrated care.
Successful candidates will integrate a small team and be supervised by a senior member of the team.Job DescriptionMain ResponsibilitiesManagement and Co-ordination
- Lead the design and implementation of projects in the areas of health and health systems.
- Manage projects and activities and carry out fundraising activities, including ensuring timely delivery of quality outputs
- Supervise the work of a multicultural team; set objectives and deadlines; monitor progress; provide guidance and advice.
- Communicate policy recommendations and provide support for their implementation.
- Support the Head of Division in the identification of strategic and forward-looking activities and projects aligned with the Organisation strategic priorities.
- Actively support the Head of Unit’s and Division’s fundraising efforts, including through identification of potential donors and engagement with them, drafting of project proposals and strengthening networks.
Research, analysis and drafting:
- Carry out high quality economic and policy analysis in the aforementioned areas, including supporting cross-disciplinary and comparative analysis and the development of policy recommendations, reports, policy briefs and other deliverables.
- Supervise, guide and contribute to the preparation of reports, ELS/Health Division flagship publications and country health reviews, including contributing to the development of data sources and of new comparative indicators, and ensuring high-quality outputs.
- Prepare other high-quality documents, including working papers, blogs, seminar proceedings, and policy messages based on research and relevant published material.
- Contribute to the development of practical tools, including policy toolkits to support the implementation of OECD recommendations, and facilitate the sharing and dissemination of information through innovative ways.
- Supervise the development of statistical analysis to explain key differences in outcomes across countries.
- Seek innovative approaches to address policy challenges in the field of high performing and resilient health systems, and maintain strong collaboration with other Directorates to ensure horizontal co-ordination and alignment of the work.
Co-ordination, representation and liaison:
- Participate, as required, in horizontal and multidisciplinary projects and activities of the Health Division and the OECD. Liaise with other OECD Directorates and with experts.
- Contribute to the organisation of, and participate in, meetings of national government delegates, as well as experts from the private sector, civil society, global health community and academia in connection with the Organisation’s work programme in the above areas.
- Establish new networks and strengthen existing collaboration with policy makers, working parties, delegations and outside experts and international institutions to create synergies and increase the impact of the Directorate’s work in the field of health policies and global health.
- Support the external visibility of the Health Division and its products, including through communication activies and by organising, participating and presenting work at high-level meeting, conferences, workshops and webinars, and co-ordinate high-level missions to OECD and non-OECD member countries as needed.
- Stay abreast of policy issues in the area of health policy and health systems and ensure, as appropriate, the Directorate’s involvement in OECD-wide initiatives.
Other duties:
- Provide general support to the activities of the Division as required, including preparation of presentations, speeches and briefings for senior leadership.
- Carry out other tasks as assigned.
QualificationsQualificationsIdeal Candidate ProfileAcademic Background:
- An advanced university degree in economics, health policy, medicine, pharmacy or other relevant discipline.
Professional Background:
- A minimum of eight years’ experience carrying out applied research and analysis in the area of health policy acquired in a national administration, international organisation, university or research centre.
- Excellent understanding of the range of health policy issues that impact health systems in various country contexts and experience in working on health issues in different countries.
Strong quantitative and qualitative analytical skills applied to health policies.Tools:
- Good working knowledge of statistical and data analysis software (e.g., R, Python, Stata) would be an asset.
