TEAM PURPOSE: Oxfam’s Solid waste management including the recycling component cover all 12 districts of Za’atari camp with dry and wet waste collection. This includes street litter picking, Mixed waste collection from municipal bins, recycling materials collection and sorting at two recycling centres, the project matches livelihoods opportunities with solid waste management including Recycling activities. The project will be implemented through to the end of May 2024 and requires closer integration into the Solid Waste Management strategy of Za’atari Camp.

 

JOB PURPOSE: The Senior Project Officer of Solid Waste Management and Recycling will coordinate the implementation of garbage collection and recycling activities involving various stakeholders in designated districts, both at field and office levels. This coordination aims to ensure that the project’s implementation aligns with work plans and previous objectives.

Additionally, the senior officer will manage the collection of recycling materials by the IBVS Incentive based volunteer transferring them to the recycling centres, and overseeing the sorting, processing, storage of these materials. The senior officer is also responsible for supervising the green centre where we purchase recycling materials from the camp communities. he will prepare all the purchased materials along with collection materials for sale to the private sector and filling the spreadsheet, in addition to providing the needed support to the activities in the surrounding host communities.

DIMENSIONS OF THE ROLE

The following responsibilities are not exhaustive. They aim to provide a clear sense of the nature and scope of jobs at this grade:

·  Ensure the proper collection of recyclable materials from the camp and the host communities, process them, and prepare them for sale.

·  Overseeing the recycling centres and ensuring that the operations are running smoothly.

·  Ensure the health and safety conditions of the two recycling centers and all other working locations, and make sure that workers follow health and safety procedures while performing their duties.

·   Checking the functionality of all machines at the recycling centre and conducting regular maintenance, including checking hydraulic ballers and fuel filling, and monitoring consumption on a regular basis

·    Manage the implementation of the field-based garbage collection and disposal activities including but not limited to the day-to-day operations of the camp through on-site visits in the districts.

·    Support in following up with the Community Engagement, Incentive Based Volunteering and Public Health Engineering teams in any matter related to the work of the contractor throughout the planning, design and implementation stages of the project’s activity.

·    Liaise with MEAL in data collection, monitoring and evaluation of activities.

·    Ensure that supply plans are updated and submitted on time to the Logs team for planning purposes on timely procurement of materials.

·    To work closely with the Logistics Team to ensure that procurement is done regularly as planned. He/she is expected to proactively submit Request Orders (Ros) on time to Logs Team and effectively follow up the progress of the procurement process.

·    Analyse waste collection trends and present a logical analysis on available data and should input them in improving implementation of the recycling project in the camp.

·    To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around recycling and solid waste management issues.

·    In coordination with the PM, create and constantly review work and financial plans and monitor progress against targets, estimating works completion dates and identifying project critical pathways.

·    Identify and supervise technical resources needed to complete the assigned scope of work. Review work

(Done, quality, and ensure the project stays within assigned schedule and cost targets

·   Undertake other responsibilities as required by the SWM Project Manager.

 

KEY RESPONSIBILITIES

Management and Leadership

·   Under the Garbage collection and disposal activity, the senior officer will represent Oxfam on site and be responsible for the field-based supervision of the implementation of this activity among related stakeholders, ensuring coordination, facilitating smooth delivery of the activity and support in ensuring that activity’s implementation in line with work plans and previously sat indicators.

·   The highest level of supervisory skills required in this job is the management of supervisory employees and IBVs.

·   Support on the development, capacity building and operation of IBV-Oriented projects, ensuring to incorporate the refugees’ suggestions at all stages of project implementation and are empowered.

·   To be able to cover the project manager’s post during leave and other absence.

·   Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights.

·   Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

·   Ensure that all designated recycling staffs are aware of and abide with key internal and external protocols and principles (e.g. Red Cross Code of Conduct, People in Aid, Oxfam’s Code of Conduct)

·   Continuous capacity building for SWM and Recycling staff i.e. trainings, on job coaching, learning within teams in different program areas

·   The Senior Officer will be required to supervise the operation of 2 recycling and waste separation centers covering all 12 districts of Zaatari camp, liaising with project teams in the camp and developing a sustainable enterprise that will have positive environmental and economic impacts in Za’atari.

·  Set performance objectives with your line manager, as well as managing the process for those within your own team.

Data monitoring and reporting

·  Prepare the monthly and other required reports.

·  Fill out the monthly spreadsheet and ensure the accuracy of the collected reported materials.Monitor and solve complaints received from the MEAL team and ensure these are managed within timely manner.

·  Monitor the data received from the Community Engagement, MEAL team and the SWM teams and through observation to ensure that Oxfam districts are maintained to a high level of cleanliness.

·  Ensure tools and systems in place for tracking progress and achievement of expected results.

Planning and reporting

·  Support the manager in following up on procurement as required and in the development of procurement plans to ensure no gaps in the provision of required equipment.

·  Support the manager in piloting new models of SWM and recycling activities.

·  Support the manager with budgetary planning and monitoring.

·  Provide monthly progress reports, ensuring accurate capture of the activity feeding into monthly donor monitoring reports and preserving data through filing and archiving of all-important documents

Experience, Knowledge & Competencies

Essentials

For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here):

Essential Education:

·   Must be Graduate from a recognized university holding a bachelor’s degree (preferably within the field of environmental management, Environmental sciences, Mechanical or electrical engineering etc).

 

Essential Experience:

·   Must have at least 3 years of relevant experience in the field of solid waste management and other related environmental initiatives.

·   The post holder should be at ease in working with local communities and Syrian refugees.

·   Experience in the recycling and sorting activities.

·   Previous management or supervisory skills

·   Reporting skills

·   Experience of Incentive Based Volunteer programming (cash for work).

·   Able to collect, enter and analyse data.

·   Excellent written and spoken English and Arabic is essential.

 

Desirable

·   Experience in electrical, mechanical machines and hydraulic systems is desirable.

·   Worked in a refugee camp experience.

·    Experience in mitigating conflicts and disputes between members of a community and community leaders

·    Able to work under pressure, ability to prioritise and commitment to meet deadlines.

·    Sympathy with the aims and objectives of Oxfam.

·    Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies

·    Two years’ experience within camps
