Project Overview

Bechtel and Westinghouse Electric Company have partnered to deliver the first nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. 

Position Summary

Performs all tasks involved in the formation and award of subcontracts. Communicates with bidders and personnel within Bechtel to establish clear definition of requirements and to ensure performance to the stated project requirements. Assists and conducts meetings as needed to perform the work.

Responsibilities

Develops and issues subcontracts and services agreements as assigned by performing the following:

-Prepares bidders’ lists
-Pre-qualifies bidders
-Forms bid request packages
-Issues bid request packages to approved bidders
-Coordinates bidders’ questions and answers to those questions
-Receives bids
-Evaluates bids commercially
-Prepares Commercial Bid Summary and recommendation letter
-Recommends and secures approvals in accordance with established procedures
-Prepares subcontract documents for execution
-Prepares and maintains control and status reporting documents
 

-Communicates with Engineering, Construction and/or Operations to assist and/or guide them in the preparation of the Service Requisition and Scope of Work for the procurement of services to achieve the understanding needed to process these requisitions.
-Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and contractor on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.
-Assists project team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.
 

Job Knowledge

-Knowledge and experience in the formation of subcontracts, including types, terms and legal requirements.

-Knowledge of NS&E and corporate purchasing and subcontracting procedures.

-Skill in working and communicating effectively, both orally and in writing, with other project functional groups.

-Knowledge of law, negotiations, accounting or cost engineering gained through education or experience.

-Knowledge and understanding of the project functional groups and company policies, procedures and work practices.

-Solid knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.

-Solid understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.

-Working understanding of Cost Accounting Standards, and determination process for applicability to the work.
