IntroductionThe Strategic Estates team in Parliament takes great pride in looking after and improving the buildings of Parliament itself, as custodians of the Estate. While we are part of the House of Commons service, we provide services to the House of Lords as well. We operate on a working World Heritage site which attracts visitors from all over the globe, in a challenging stakeholder environment where conservation and the need to innovate and build for the future coincide.The Property and Asset Strategy team lead the strategic development of an integrated property and asset management approach for the estate, managing the lifecycle of the buildings, day-to-day corporate property management and providing advice to the Project Delivery and Maintenance groups. Property and Asset Strategy has a core of expert in-house technical staff providing continuity, direction and support to colleagues, consultants, and contractors and represents the estate with key external bodies.The RoleAs a Business Analyst, you will join our community to provide cross-functional analysis services for a range of initiatives and projects. In this instance, you will join a multi-disciplinary team of project professionals to deliver business changes to Parliament’s Property and Asset Strategy department and ensure intended outcomes are delivered to our customers.You will use business analysis skills to understand business problems, improve processes and identify viable technical solutions to drive successful change. Ensuring throughout, that solutions meet the needs and standards for business areas across both Houses of Parliament. You will build strong relationships to develop a large network of connections across a diverse and inclusive organisation and build trust with colleagues and business users to ensure the continued success of Strategic Estates.Some of the responsibilities for this role include:
- Undertake cross functional business analysis to elicit business requirements and end-user needs within areas of Property Portfolio transformation, supporting effective management, and strategic corporate capital pipeline, design, and development, and ensuring quality outcomes.
- Support the running and development of the property portfolio’s reporting tools and regime, meeting governance and performance reporting requirements.
- Analyse performance data to ensure consistency of reporting and to identify causes where performance is significantly different compared to baseline/targets and identify key trends/themes which will feed into monthly reporting.
- Streamlining and documenting end to end business processes, capturing data inputs and integrations and carrying out user acceptance testing on business processes and outputs.
Skills and ExperienceTo be successful in this role you will demonstrate:
- Ability to capture and refine processes and data, applying creative thinking to redesign a process to be more efficient and effective, presenting proposals in a concise manner.
- Experience of applying business analysis skills to investigate, articulate and improve business solutions, in areas of service transformation and can apply an agile mindset to all aspects of your work to prioritise tasks and meet deadlines.
- An understanding of:
- Core business analysis in waterfall and agile working
- Business improvement process
- Requirements definition and management
- User focus
- Excellent oral communication skills, with proven ability to manage and form effective working relationships with key customers and stakeholders to elicit information and inform decisions.
- Good planning and organisational skills to enable collaborate working within a multidisciplinary team whilst upholding the values of equality, diversity, and inclusion.
