Main duties and responsibilities
You will be the conduit between staff in Strategic Business Units (SBUs) and the Category Managers to ensure that the procure-to-pay (P2P) process is performed in accordance with the University Policies and Regulations (UPR’s), namely the Corporate Governance and Financial Regulations and the Procurement Regulations. You must ensure procurement policies and procedures are met by all SBU’s ensuring a consistent approach to purchasing across the institution and assess purchase requisitions submitted within the assigned category to ensure all necessary documentation is attached and UPRs are adhered to.
The role will require you to make use of ed suppliers and redirect users to alternative existing contracts and the use of electronic catalogue’s as advised by the relevant Category Manager, and run regular reports from the finance and In Tend systems to support the contract programme this will include but not limited to, monitoring spend patterns to ensure contractors or approved supply routes are fully utilised, assessing UNSPSC code reports to contribute to spend consolidation and supplier rationalisation e.g. reduce “maverick” spend, and highlighting any areas of high value or strategic spend not under contract.
Additional duties will also include, negotiating and contract management processes via the collection of business requirements and historical purchasing data within allocated category and supporting the administrative processes related to e-business.
Skills and experience required
For this role you will have proven substantial administrative experience in either a public sector or commercial environment covering a broad spectrum of business requirements. You must have intermediate IT skills including the use of Microsoft 365 and financial data systems, be a good communicator with an ability to engage professionally with all levels of staff within the University and individuals external to the institution and have a methodical approach with high level of attention to detail and accuracy.
In addition to this you will be expected to be numerate with ability to collect, process and present data in clear and concise manner and have excellent organisational skills including the ability to balance conflicting priorities and able to multi-task and complete tasks.
Qualifications required
You must be educated with a minimum of A-Levels and with minimum GCSE grade C/4 in both English and Maths, or equivalent proven experience.
Additionally, you will be qualified to CIPS Diploma (Level 4) in Procurement and Supply, or have a commitment to undertake Chartered Institute of Procurement and Supply qualification (CIPS) Diploma (Level 4) within a specified period or equivalent procurement training as directed
